peppy repo index --check now reports a file's copy whose own constraints refuse it under every admitted selection, since what the file deploys could never start; loosen a constraint or change the copy's with.
peppy repo index --check no longer flags a file copy under a stack whose selection its constraints refuse by design, matching how a join of that copy is judged.
